Add corrected module.json for wfrp4e-mutations v3.0.0 (fixes download URL still pointing to v2.1.0 zip)

+# wfrp4e-mutations – manifest fix
+
+Kein eigenständiges Modul, sondern nur ein korrigiertes `module.json` für
+[artptz/wfrp4e-mutations](https://github.com/artptz/wfrp4e-mutations).
+
+**Problem:** Im offiziellen v3.0.0-Release zeigt das Feld `download` weiterhin
+auf das v2.1.0-Zip, obwohl `version` bereits `3.0.0` ist
+([Upstream-Issue #3](https://github.com/artptz/wfrp4e-mutations/issues/3),
+noch offen). Wer über die offizielle Manifest-URL installiert, bekommt also
+unter dem Label 3.0.0 den alten 2.1.0-Code.
+
+**Fix hier:** `download` zeigt korrekt auf
+`releases/download/v3.0.0/artantares-mutations.zip`. Alle anderen Felder
+(esmodules, packs, packFolders, compatibility) sind unverändert aus dem
+offiziellen v3.0.0-Release übernommen – der Code selbst kommt weiterhin
+1:1 von Upstream, hier wird nichts gehostet außer diesem einen `module.json`.
